been ten years in the making. you will not believe the e-mails. good morning, welcome to "early start." i'm christine romans. >> i'm john berman. we begin with the dangerous weather set to hit areas already hit by tornadoes, rain and powerful winds. >> a twister on the ground in south dakota taking aim at a small city in its state. >> oh, my gosh. it hit something. oh, no! >> sounds like you can hear the hail, too. the tornado ran through the heart of wessington springs. no reports of serious injuries. >> look at what the same storm did a few miles down the road. the pictures are so angry, so violent.

tornadoes dancing around each other. you can see the winds spinning there. >> oh, my goodness. >> you can see the wind grabbing the barn and pulling it to pieces. wow. another tornado responsible for this damage near sioux falls. luckily the people survived. they were hiding in their basement. >> god was on our side through this. we'll get through this. everything else is material. my family is alive. that's all that matters today. >> people know the interior bathroom, the basement. this is what it looks like north of toronto. the mayor says it was a miracle no one was hurt by a direct strike. the twister pulled the roofs off nearly 100 homes. >> severe weather hitting chicago. look at the clouds. that's real hanging over

chicago. it brought rain, lightning and potential for flash floods. >> in iowa, families are seeing what mother nature did to their homes. flooding inundated their homes. many are facing months, months of repairs. >> we were just extremely thankful it didn't get into the main floor. the basement was full to the ceiling, but it did not get into the main floor. we feel it can save our house. we have hope of being in our home in the near future. what is in store for today? karen mcginnis is watching the dangers. >> 41 people across the united states from the great lakes to the midwest, central plains and a portion of the mid-atlantic that does include the washington, d.c. area. for the afternoon and evening thunderstorms. the primary risk today is the strong to severe thunderstorms

with hail, high winds and heavy downpours. this morning, several severe thunderstorm watches going until 6:00 local time. also, across a portion of southern ohio. watch for lightning and heavy downpours. this morning, fairly violent. where you see the orange shaded area from minneapolis, omaha, kansas city and wichita, another round of severe storms. yesterday, we saw 29 reports of tornadoes, the worst in south dakota and elsewhere. now various weather systems move across the midwest. behind it, cooler air. we have warmth, humidity, rotation and lift. all the ingredients that could produce an isolated tornado. as i mentioned, the big risk is the heavy downpours from minneapolis to chicago to indianapolis, two to four inches and the sering heat continues.

lots of 90s in store. >> a long day ahead. thank you for that. going to move to the crisis in iraq. the u.s. debates weather to get involved in the fight with isis. the militants have been battling for days now. they are moving closer and closer to baghdad by the minute. vice president, joe biden, called nuri al maliki urging them to work together. cnn learned the administration is losing confidence in iraq's government, especially the prime minister, nuri al maliki. now the u.s. wants someone else in charge. this comes as president obama debates what to do in iraq. he met with leaders of the house and senate there but did not reveal his exact plans. some republicans have their ideas about what should come next. >> ultimately, the solution needed is an iraqi one. any u.s. action would be in support of a strategy to build

the capacity of the iraqis to effectively and sustainably encounter the threat imposed by extremists. >> we have to act. we must act. i know there are always people who will tell our leaders reasons why we can't. i know of no military expert that believes that doing nothing is a recipe for anything but further chaos and eventually threats the united states of america. >> the white house says the only thing ruled out is putting combat forces on the ground in iraq. military planes are set to be working on a range of possibilities. manned and unmanned reconnaissance flights are over iraq right now. air strikes remain on the table. that's something the iraqi government formally requested. >> do you think it's an international security to honor that request? >> it is in our interest to

counter isis wherever we find them. >> on the ground, in iraq, the iraqi military is claiming it is driving back the isis forces. that is not clear because you are heari ing different things from different people. let's get the reality from nic robertson, live in baghdad. what can you tell us this morning? >> reporter: well, john, i talked to a senior iraqi politician here. he tells me in his conversations with u.s. officials, he understands that they want nuri al maliki gone. the question, he says, is how to replace him. who can tell this man he has to go? it can't come from the united states. certainly not publicly. iraqi politicians, even those in nuri al maliki's party can't tell him. the military won't tell him. he feels it has to come from the

religious leaders here. there's no sign of that happening. the major battle over iraq's largest oil refinery yesterday. it came out with the isis fighters holding more military on the ground than the government. overnight, we learned the government said in an air strike targeting isis fighters it killed 14 isis fighters. they said what happened at the local hospital. they received 11 bodies and 33 people wounded. they said they were civilians and among those wounded were women and children. john? >> what is it like right now in baghdad, that nation's capitol. i spent a lot of time there when times were tough and it felt like a war zone. is that the feeling you get right now? >> reporter: oh, if you walked in here from any other city

around the world, absolutely. there are wars everywhere. there are traffic check points, multiple traffic check points involved. bunkers, armed guards, multiple armed guards. short automatic weapons for close combat. yes, this is a city that feels it's on a war footing. this is a city where you have multiple car bombings in one day. it's a city that's grown used to that. people here, it kind of feels like normal, however, that said, people are trying to flee this city. i talked to a family yesterday. they are flying out to get to the north. you find that the airport now long lines for people trying to get out of the country, planes, weeks in advance. >> nic robertson in baghdad who's seen a lot of trouble over the years. thanks, nic. iran is putting a contingency on cooperation with

the u.s. in fighting isis. the chief of staff told reporters tehran would consider helping if nuclear talks are successful. iran has been negotiating with the u.s. over the nuclear program. they will not tie that discussion to the situation in iraq. happening today, house republicans voting on a replacement for eric cantor after his loss in a primary and his decision not to keep the number two house job through the elections. the number three is expected to win that vote, but there is a tight battle to replace mccarthy. that is where the action will be. stay with cnn for the twists and turns. thousands of lost irs e-mails may never be recovered. senate republicans learned the irs threw away the crashed hard drive from lois lerner.

she was responsible for the office accused of special scrutiny. most of her e-mails were lost in the hard drive crash. some republicans have been pushing to turn the drive over to i.t. experts to recover the e-mails. supporters say look, there's tens of thousands of e-mails they have recovered by using the recipients e-mail addresses. >> it's not hard to believe the recordkeeping system at the irs is a mess, right? >> news flash. v.a. set to release details about thousands across the country. an internal review found 10% of all veterans have to wait 30 days or more for an appointment. that is more than double what the agency earlier reported. gibson says with accurate data can the v.a. solve the problems it faces. new details about what gm knew about ignition switch

problems in millions of cars. e-mails reveal a gm engineer reported a serious problem. the switch on her new chevy impala popped out of run when she hit a pothole. that warranted a big recall. that only took place earlier this week. gm insists there's no evidence workers tried to cover up the ignition switch defects. european shares upright now. asian stocks ended higher. futures are slightly up after a record day yesterday. s&p 500 closed at a record. nasdaq finished higher. the dow gains 100 points. the central bank said interest rates aren't likely to rise until next year. more good news, the job market is getting better. the fedex president-elects unemployment to fall. the fed reduced the monthly bond

buying program from $45 billion to $35 billion. an economist i was following said the quarter is stronger than we think, 4.2. breaking overnight. completely and utterly unhittable. dodgers pitcher kershaw threw his first no-hitter. this game was sick. he struck out 15 batters. he's got two cy young awards. that may be the beginning for this guy. he is one of the best pitchers in years. this game was as close to perfect as you can get. it's not a perfect game, it's a no-hitter. one of the most dominating you can see. two no-hitters thrown this year. >> anger and frustration from

kids interested in holy war and tried to enlist others. wolf is making plans to join the conflict in syria. the trial of boston bomb suspect sor tsarnaev should be moved to washington. it shows little chance of finding an impartial jury in connecticut. he killed three and injured more than 260 in the marathon bombings last year. he pleaded not guilty to 30 terrorist charges. this morning, people are talking about the huge development over whether the washington redskins should change their name. the u.s. patent office stripped the team of six federal trademarks because they are disparaging to native americans. dan snyder refused to change the name because of tradition and badge of honor. the redskins plan to appeal this

the iraqi government formally requested them. >> the international security interest to honor that request. >> it is in our national security interest to counter isis wherever we find them. >> the iraqi government says they kept isis from baghdad. nic robertson is in baghdad this morning. give us a sense of the latest on the isis advancement here. is the government correct in holding off the advance for now? >> reporter: it seems to be slow. the confrontations we hear about, two-thirds of them go in favor of isis. there have been three major battles in the last three days. the oil refinery, there was a battle raging yesterday. that's the most important and largest oil refinery in iraq.

that seems to be mostly, not entirely, but mostly in the hands of isis. it's unclear, but seems isis and the iraqi government control parts of it. what the iraqi government hasn't been able to do is roll the advance toward the city back. that's significant and why the situation is ongoing. that's why, potentially, isis could achieve their own to encircle the capital. >> give me a sense of whether there's confidence in the country of whether nuri al maliki can bring them together so it doesn't evolve into sectarian conflict. the white house has serious concerns about who is running the country. >> reporter: that's certainly what i'm hearing talking to senior iraqi politician here. he told me his understanding was the united states absolutely wants nuri al maliki gone. the question is, is that conditional before the united states will provide air strikes?

we know the position is that there needs to be compromise and change here before the united states will get involved. it wants to see those political changes made. now, most people here, particularly on the sunni side feel al maliki is responsible for getting the country in the situation it is in at the moment. he's exasperated that by the response to the crisis. rather than trying to build bridges, he's gone on the offensive. really, politically, he is a spent force. certainly, we understand there are people in his own party who believe he should step aside. no one is prepared or able to do that, at the moment. having said that, there's a large part of the shia population, they are the majority in this country. the prime minister has gone on the defense of isis.

they want an end to the car bombs here. it's polarized. to get compromise, the consensus is nuri al maliki can't do it. he's not prepared. he's also alienated people by his actions that he should have been making compromises with. >> it's more complicated with isis a couple miles away from baghdad. thank you. a big, not so fast from iran over the possibility of working with the u.s. any cooperation with the u.s. is contingent on successful nuclear talks. iran has been negotiating with the united states over the nuclear program. they will resist efforts to link the two discussions together. an important vote for house republicans choosing majority leader now that eric cantor is stepping down from the role following his primary loss.

currently the number three house republican. tight battle among several others to take his position. anger this morning about thousands of missing irs e-mails. the agency has thrown away the crashed hard drive, thrown it away of former top official lois lerner. they stand accused of targeting groups through scrutiny. most of her e-mails from 2009 to 2011 were lost in the hard drive crash. some republicans were pushing to turn it over to i.t. experts to recover the e-mails. >> they have recovered tens of thousands of e-mails from the people she sent them to. we are set to find new details about the scheduling problems at v.a. clinics across the country. sloan gibson reveals 10% of all veterans, 10%, have to wait 30 days or more for an appointment.

weather day for millions. a threat of more tornadoes in the midwest, an area that's been slammed for days now. >> the pictures are stunning. south dakota is on edge, again, today after this twister overnight. it looks ominous. terrifying for everyone watching it. >> oh, my gosh. it just hit something! oh, no! >> the aftermath visible. this damage from wessington springs. no reports of serious injuries. all those trapped were freed. look at the dancing tornados from the same tornado system. itself on the ground.ng around - seconds later, watch this. that barn. look at that. it's almost beautiful, the movement of the storm.

lower great lakes, even into the mid-atlantic. the mid-atlantic could be affected by the storms today. primarily, washington, d.c. as we go into the afternoon. 41 million people today are under the threat of severe weather. we start out this morning across the midwest with lightning, high winds and storms being reported along eastern sections of nebraska. moving toward the great lakes, chicago, you are not out of the clouds and storms just yet. weather system makes its way across the great lakes and the upper mississippi river valley. lots of unstable weather across the u.s. and heavy rain into the lower great lakes, as much as four inches possible. back to you guys. >> a tough map to look at today. a lot of people on the look out. kate bolduan joins us. >> we are following the latest events out of iraq. we have been talking about the fights against isis.
